The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.
Those members present were: Jim Stone- Presiding Commissioner, Rick Fosnow-North District Commissioner, Dale Lawler-South District Commissioner, Rick Watson - County Clerk
At 8:59 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Thursday, May 12th, 2022 meeting was read, Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.
Commissioner Lawler shared that he had inspected the concrete poured near a culvert, in Bear Creek Township, that Anthony Lesmeister had discussed with the Commission.
Commissioner Stone shared that the Road and Bridge crew had put gravel in the collapsed culvert hole on W Hwy, per MoDot request.
Expenditures from the following were approved to be paid: Bond Payment, Victim Advocate, Prosecuting Attorney, County Payroll, General County Government, Law Enforcement Fund, Emergency Management, Circuit Clerk, Assessor, Buildings and Grounds, Road and Bridge, Election Services, Sheriff’s Revolving Fund, Capital Schools
Kenny Ragland, from the Windsor Review, met with the Commission for an interview for the paper.
Vin Journey, Emergency Management Director, met with the Commission to share that the department did not get a grant that was to be used to purchase equipment of the Emergency Operation Center. He requested that funds from the ARPA Fund be used to make the purchase. The Commission agreed. He also shared information on the county’s floodplain.
At 10:00, Dave Garnett, from the Olde Glory Days Committee, met with the Commission to share the plans for this year’s event. The festival will begin on Friday, July 1st and end on Sunday, July 3rd. Setup to start the evening of Thursday June 30th.
A call was made to Dennis Bowers, Road and Bridge, to discuss the cut Centurylink line at the bridge reconstruction at NE 651 Rd, Tebo Township. Dennis shared that the line was located and marked, however cut while they were driving piling into the ground, well outside Centurylink’s easement.
Pat Nilson, met with the Commission to discuss the 27th Circuit Treatment Court using the courthouse after hours. The Commission had concerns of there not being an employee onsite during the meetings.
The group discussed the bridge on SE 100 Rd, Clinton Township, that needs to be replaced.

May 19

At 8:57 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Tuesday, May 17th, 2022 meeting was read, Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.
Expenditures from the following were approved to be paid: Employee Benefits, Tri County Child Support, Assessor, General County Government, Prosecuting Attorney, Victim Advocate, Buildings and Grounds, Law Enforcement Fund (GR), Inmate Security, Law Enforcement Fund, Sheriff’s Revolving Fund, Admin Handling, Capital Schools
The Commission reviewed the ARPA Funding request from the city of Urich.
The Commission received a call from Don Boultinghouse, Cedar County Commissioner, to discuss the upcoming TAC meeting.
The group continued discussion on the ARPA funding request from Urich. The request totaled $97,277.86 to be used to raise manholes, inflow and infiltration upgrades, and make pump repairs. After discussion, Commissioner Fosnow made a motion to fund $48,600.00 of their request. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Fosnow – yes, Lawler – yes, and Stone – yes. The county requested Urich complete the Intergovernmental Agreement, prior to the funds getting released to the city.
The group discussed the ARPA request from the city of Windsor. Mayor Rick Rollins was called and invited to attend the next Commission meeting.
The addons and abatements from the Assessor’s Office for the month of April was reviewed and approved, as well as the Collector’s Report.

May 24

At 8:58 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Thursday, May 19th, 2022 meeting was read, Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.
Expenditures from the following were approved to be paid: Buildings and Grounds, Tri County Child Support, Law Enforcement Fund, Emergency Management, 27th Circuit Treatment Ct, Inmate Security, Court Administration, ARPA Fund
Commissioner Lawler shared that he has an upcoming meeting with Base 1.
Dennis Bowers, Road and Bridge Supervisor, met with the Commission. He shared that he is ready to bid out for beams for the replacement of the bridge on NE 311 Rd. He also shared that he needs to bid out sheeting and decking. The Commission agreed to bid out the requests.
At 10:00, the Commission conducted a bid opening for new election equipment. Only one bid was received, from Adkins Election Services, Clinton. The total bid came to $92,901.00 with annual maintenance charges of $9,820.00. Brent Wagoner, from Adkins, attended the meeting to answer questions. After discussion, Commissioner Fosnow made a motion to accept the bid. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Fownow – yes, Lawler – yes, and Stone – yes.
At 10:15, the Commission met with Windsor Mayor Rick Rollins, and City Clerk Lisa Lawless, to discuss the city’s ARPA requests. Rick shared that the only request the city is making now is for $300,000 to assist with their Inflow and Infiltration project. It would line 21 manholes, and 5,865 linear feet of sewer. He continued to share that they have been awarded a $1M grant from the DNR, as well as SRF loans, as the total project exceeds $3M. The $300,000 request is to expand the project.
The group had brief discussion regarding the Hwy 52 bridge replacement project just west of Windsor. Rick shared that the city has offered the use of their road and bridge property to reroute traffic, but MoDot requires them to build a road through it first. Rick stated that they would be unable to be able to meet that requirement.
After more discussion, Commissioner Fosnow made a motion to fund the City of Windsor’s ARPA request with $150,000 support. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Fosnow – yes, Lawler – yes, and Stone – yes.
At 10:45, the Commission met with Sheridan Garmen – Neeman, from Kaysinger Basin Regional Planning Commission. Sheridan shared that the planning commission is preparing work on the 7 counties Hazard Mitigation Plans. The group discussed the process and timeline needed to complete the 7 plans. There was discussion regarding the “in kind” local match needed, in lieu of $8,411, for the completion of Henry County’s plan. The group also discussed grant writing from KBRPC.
Sheridan began discussion on interest from the various cities of the county for an economic developer. She estimates the position to be between $50k and $57k, in salary plus fringe benefits.

She needed to know if the Commission had any interest in financially supporting an economic developer. They stated they may be interested, but first wanted to know what the county’s annual financial support would be. She stated that she would consult with the cities to see what they would be able to afford.
Sheridan stated that the county needed to appoint another director to the Kaysinger Board. After discussion, Commissioner Lawler appointed Commissioner Rick Fosnow to serve on the Kaysinger Board. Commissioner Stone seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – abstain, and Stone – yes.
Sheridan shared information on a MPDG Grant that is available for bridge funding. She shared it better to apply for funds as a region, vs. as individual counties. The Commission had many questions regarding the application and funding. She stated that she would gather more information.
Commissioner Lawler stated that Walker Township has a vacancy in their Clerk’s position and has requested the Commission to appoint Eileen Parks to fill the position. After discussion, Commissioner Lawler made a motion to appoint Eileen Parks to fill the unexpired term of Clerk to the Walker Township. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.
Commissioner Stone returned a call to Tyler, from the Henry County Health Department. Tyler asked for information regarding ARPA funding to create a transportation program for residents needing assistance getting to and from medical visits. The group discussed how the program would be funded after ARPA funds had become depleted. Tyler shared that funding would come from the county and other entities. The Commission made no commitments.
The Commission returned a call to Tina Redding of Deer Creek Township. She asked if ARPA funding would be available for the local Townships. The Commission stated that they would be using ARPA funds for the county’s Road and Bridge department.

May 26

The Commission discussed the MoDot meeting, they and numerous Commissioners in the area, attended.
The Commission reviewed and signed a letter to SEMA regarding the county choosing to provide “In Kind Service” in lieu of $8,411 for Kaysinger Regional Planning Commission to complete the county’s Hazard Mitigation Plan.
At 10:00, Wade Glasscock met with the Commission to discuss the formation of a county wide fire district, in lieu of a membership based fire service. The proposed fire district would be combined with an EMT service. The district would encompass all areas of the county that did not already have a Fire District, such as the Tightwad Fire District, Warsaw Fire District, Creighton Fire District, or City of Clinton. The proposed levy for the district would be 70 cents per $100 of assessed valuation. The group discussed the difficulty in passing that type levy, the money needed by the district to function, and potentially raising the membership dues, in lieu of creating a district.
The Commission signed contracts for the recently approved bid to purchase new election equipment from Adkins Election Services.
The Commission called Cole Jurgensmeyer, Bear Creek Township Board Member, regarding the completed SW 801 Rd bridge replacement.
The Commission discussed the proposed new BRO program.
