Proposed Lincoln Food Truck Ordinance Draws Criticism

In early session Monday eve, Estes Drive-In owner Matt Paxton said he had received doubts from some local merchants about a proposed food truck ordinance in the city. His reservations were echoed by one alderman, who was concerned that if the city approves a food truck ordinance, it would provide unfair competition for local businesses with fixed sites of operation. Mayor Glen Nelson countered that concern with the idea that the city should not be in the business of regulating competition, adding that the city cannot, by state law, prevent those food trucks, and noting that the city has a list of rules for such food truck operations. The issue was not voted on and may be brought up again in its April meeting.

The meeting opened at 6:00 PM March 11 with Aldermen Janice Swearngin, Jack Lietzke, Barbara Hammond, Phil Fisher present. Mayor Nelson presided, Deputy City Clerk Kerrie Casey recorded.

First business conducted was to approve the eve's agenda, February 12 minutes, and payment of bills presented.

Police Chief Jason Wenberg said his department reported 237 traffic stops in the past month, and no accidents.

Public Works Director Josh Cole said his department is looking at several street bids, then discussed several water tower issues.

Deputy City Clerk Casey said the front desk payment portal is now live.

In late session, visitor Karlie Kiser informed the group that she and others were interested in establishing a farmers market in the area. She wanted to know if there were any related city ordinances, then added that the preferred location of that market would be the Producer's Exchange The board was receptive to her idea but informed her the Exchange is outside of the city limits and thus subject to county regulation. Discussion of sites in the city followed.

As last business conducted, the group approved a street overlay bid of $159,650. by the Capital Co.
