Clinton City Council members gathered on Tuesday May 6, for their regularly scheduled meeting. Attending were Gary Mount, Greg Shannon, Roger House, Christy Maggi, Mayor Carla Moberly, Wendee Seaton, Adam Sommer, Cameron Jackson, Austin Jones, Gene Henry and Robert Hills. Absent was Stacia Wilson.
Three personal appearances were made beginning with Jerry Palmer. He addressed his concern with the church property at 115 West Henry. Palmer’s issue was trash at the location and was directed to address it with the Police. The next appearance was Price Lane resident Jared Welsh. Welsh who lives by the recycling area, requested a reduction in the speed limit at the south end of his street. Becky Gregory thanked Mayor Moberly, Council Persons and the community for their support with the groundbreaking of the Share and Care Building on Price Lane. Mike Morales express his concern regarding 608 West Grandriver due to trash and unhealthy conditions. It was explained that multiple citations have been given to the property owner and fines accessed and paid. The citations will continue to be issued weekly until the property is in compliance. Morales also inquired about the city’s authority regarding fiber optic installation that is outside the city right of way. It was explained that the utility companies may utilize this area with a permit. The City Attorney gave confirmation that if there was trespassing within private property outside of these parameters, it is up to the property owner to enforce the trespass.
In other business, surplus vehicles car five and car nine were discussed. Car five is a 2014 Ford Explorer and car nine is a 2017 Ford Explorer. Both of these vehicles have engines that no longer work. A motion was made and passed to “surplus” them. The Fire Department requested and it was approved to offer a firefighter 1 and II class in August. A sick leave policy was adopted for City employees to earn sick time at the rate of one hour earned for every 30 hours worked.
Mayor Moberly made her recommendations for committee appointments. They are Austin Jones for Planning Commission, Greg Shannon for Cemetery Board Liaison, Rob Hills for Park Board Liaison, Stacia Wilson for Historic Preservation Commission Liaison, Cameron Jackson Clinton Animal Shelter Liaison, Gene Henry for MU Extension, Gary Mount for Clinton Housing Authority and Roger House for Greater Clinton Chamber of Commerce Liaison.
Before adjournment, business included the bid award to Banks Brothers in the amount of $164,131.88 for micro seal street projects. As well, Capital Construction was awarded the bid for street projects.
