The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.
Those members present were: Jim Stone-Presiding Commissioner, Rick Fosnow-North District Commissioner, Dale Lawler-South District Commissioner, Kelly Marriott-Deputy County Clerk
At 9:00 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Thursday, August 11th, 2022 meeting were read; Commissioner Fosnow made a motion to approve the amended minutes. Commissioner Lawler seconded the motion, motion carried.
Expenditures from the following were approved to be paid: Law Enforcement Fund, County Clerk, Buildings and Grounds, Emergency Management, Election Services, Senior Citizens Tax Fund, Road and Bridge, General County Government
Commissioners called Sam Boyd, Jail Administrator, regarding a bill from Aramark that has been past due since April. Sam explained that Aramark had a new billing employee and the mistake was made on their end. Sam also stated that they should receive a bill this week and all outstanding invoices due to Aramark would be caught up.
Commissioners discussed the bridge priority list for the MoDot Southwest Region.
Commissioners received a call from Kenny Ragland with the Windsor Review regarding the bridge work to be done on the overpass of 52 Highway in Windsor. Commissioners told Kenny that the work was to start September 5, 2022 and the contracted crew would have until April 30, 2023 to finish the project.
Commissioners discussed taxing and abatements on Solar Panels.
Dennis Bowers, Road and Bridge Supervisor, updated the commission on the 731 Rd bridge the road and bridge department was working on in Tebo Township. He also shared that they were almost done with fixing the damage done by flooding a few weeks ago and that they planned to start cleaning out log jams soon. Commissioner Lawler asked Dennis if he had inspected the bridges on SE 1151 Rd and 400 Rd in Leesville Township. Dennis stated that he had in fact looked into it and has a plan on how to fix the problems. The question was raised as to who would be responsible for paying for the work done.
Commissioner Lawler received a call from Mark Swaters, Montrose Special Road District Board Member. Mark stated that they had completed their CART road and were requesting payment.
Commissioners discussed water drainage issues on the courthouse lawn and moisture in the basement. Commissioner Stone stated that it looked to him as if there was a lot of water coming into the moat from the steps on the Northwest Corner. He suggested having the Road and Bridge Department pour a concrete pad at the top of the steps.

August 18

Expenditures from the following were approved to be paid: Law Enforcement Fund, Inmate Security Fund, General County Government
Commissioners called Larry Terry to discuss the bridge on 1151 Rd and the fence that Mr. Terry owns by the bridge. Commissioner Lawler explained to Terry that the fence is on personal property not on the ride of way and that there really wasn’t anything the County could do to help. Mr. Terry said he appreciated the county looking in to it and that he was willing to pay to have the work done as he wasn’t able to do it himself. Commissioner Lawler gave Mr. Terry contact information for a local that does this kind of work.
There was much discussion on Township form of government vs. County government.
Dennis Bowers, Road and Bridge Supervisor, attended the meeting. Dennis informed the commission that the current brush hog the Road and Bridge Department is having mechanical issues. He has done his research to find out what it would cost to fix the issues after pricing the parts and labor Dennis believes that it would be cost prohibitive to fix the current brush hog over purchasing a new one. Commissioners asked Dennis to find out if any of the dealers had a new brush hog on their lot.
At 10:00 a.m. Commissioners conducted a bid opening for 4- 30” X 38’ 99# beams. The first bid opened was from Dam Steel & Supply, Inc. Osage Beach, MO in the amount of $17,880.00. The second bid opened was from Viebrock Sales & Service LLC. Sedalia, MO in the amount of $16,164.72. The third bid opened was from River City Steel Company, Truesdale, MO in the amount of $16,320.00. After discussion Commissioner Lawler made a motion to accept the low bid from Viebrock Sales & Service LLC. Sedalia, MO. Scott Largent, Assessor, was in to visit with commission about a mapping conference he attended.
Ann Julian, Collector/Treasurer, attended the meeting to voice her concern with water damage that has been done to the wall in her office from the new air conditioning system. Commissioner Stone contact Sherman’s Heating and Cooling to ask them to come to the courthouse and assess the situation.
Dennis Bowers again attended the meeting after receiving a quote from Heritage Tractor, Inc. for a 2022 John Deere FC15R Flex Wing Rotary Cutter (brush hog). There is a state bid currently on them in the amount of $22,950.00. Commissioner Fosnow made a motion to purchase the 2022 John Deere FC15R Flex Wing Rotary Cutter using the state bid of $22,950.00. Commissioner Lawler seconded the motion, motion carried with a roll call vote. Fosnow-Yes Lawler-Yes Stone-Yes
Major Rob Hills, Sheriff’s Office, brought in contracts for services and agreements for the enforcement of ordinance violations for the cities of Windsor and Urich. Both cities have had a slight increase in cost for services. After review Commissioner Fosnow made a motion to approve the contract between the City of Urich and the Sheriff’s Office for services. Commissioner Lawler seconded the motion, motion carried with a roll call vote. Fosnow-Yes Lawler-Yes Stone-Yes. Commissioner Fosnow made a motion to approve the agreement for the enforcement of ordinance violations between the City of Urich and the Sheriff’s Office. August 23

At 9:00 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Tuesday, August 23rd, 2022 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.
Expenditures from the following were approved to be paid: Law Enforcement Fund, Buildings and Grounds, Inmate Security, Prosecuting Attorney, 27th Circuit Treatment Ct, Juvenile Office, Road and Bridge, Sheriff Civil Fund, Court Administration, General County Government
The Commission received a call from Austin Rehagen, of the Missouri Department of Natural Resources. He shared that he had met with Davis Township Board Member Ted Holt, in regards to the diversion pipe of overflow strip pit water draining into the road ditch at NW 1001 Rd. He continued stating that the department would not be able to assist rerouting the pipe, due to the completion date of the land reclamation project in the late 70s.
The Commission reviewed a cost sheet, provided by Dennis Bowers, Road and Bridge Supervisor for the replacement of the NE 1150 Rd Bridge. The total cost came to $109,885.14. After review, the Commission agreed to repay the Road and Bridge Fund for those expenses from the ARPA Fund.
Sheriff Kent Oberkrom met with the Commission to submit a grant application from the Department of Public Safety for Victims of Violent Crime. He shared that he had visited with the Prosecutor’s Office, as they head the Victim’s Advocate Department. After discussion, the Commission agreed to apply for the grant.
The Commission received a call from Ted Holt, Davis Township Board Member. He shared of the meeting he had with Austin Rehagen, of the Missouri Department of Natural Resources.
Dennis Bowers, Road and Bridge, met with the Commission to discuss a forwarded email he received regarding culverts north and south of NW 500 Rd. He shared his concern whether or not the county had right away easements to be able to clean out the long culverts. There were various other projects discussed.
Dr Ken Scott, 911 Board Chairman, shared that the newest county maps have been sent to Google – New York. He stated that it could be up to a year before the site could be completely updated.

August 30

At 9:00 a.m. Commissioner Lawler brought the meeting to order.
The minutes from the Thursday, August 25th, 2022 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.
Expenditures from the following were approved to be paid: Law Enforcement Fund, Payroll, Buildings and Grounds, Road and Bridge, County Clerk, 27th Circuit Treatment Ct.
Commissioners received a call from Dillon Rotert with the US Army CORPS of Engineers. Dillion requested contact information for the Clinton Township Road Board as he wishes to contact them regarding 8th Street in Clinton. Commissioner Lawler provided contact information.
Chris Wirsig, Maintenance Supervisor visited with the commission regarding a cooler at the detention center that keeps failing. Chris has checked into what it would cost to purchase the parts that they think will fix the cooler, however it would be cost prohibitive to do when comparing the age of the cooler plus the parts to a new cooler. Chris provided the commission with two quotes for new coolers. After review of the quotes and discussion Commissioner Fosnow made a motion to purchase a True Refrigerator for $5,500.00 from CARE Sales and Services of Camdenton Missouri. Commissioner Lawler seconded the motion, motion carried with a roll call vote. Lawler-Yes Fosnow-Yes Stone-Absent
Bruce Dewsberry updated the commission on things happening with the LEPC. MERC (Missouri Emergency Planning Commission) has proposed that all Local Emergency Planning Commissions in Missouri join together to create districts within a LEPD (Local Emergency Planning District) by combining LEPC’s of adjoining counties. Bruce stated that the LEPC Board would have to decide before the end of 2022 if they will participate in the LEPD or if they will opt out. His recommendation to the board will be to opt out as many adjoining counties will be opting out due to not finding benefit with the new LEPD.
Dennis Bowers, Road and Bridge Supervisor, attended the meeting to update the commission on projects the Road and Bridge Department are currently working on or have finished.
